Silent Hill: Townfall is set in St. Amelia, a fictional fishing town on the Scottish coast, in 1996. It is not in America and not in the town of Silent Hill itself. St. Amelia is based on St Monans, a real harbour village in Fife on Scotland's east coast. St Monans: the real village

St Monans is a small harbour village on the coast of Fife, in the East Neuk. According to The Scotsman, the first environment built for the game was based on it, and the team visited other towns along the east coast for reference. Wikipedia lists St Monans as the basis for St. Amelia.

That is why the harbour front, the narrow streets of the Shorefront District and the rows of stone cottages feel specific rather than generic. They are modelled on a real place, then moved into 1996 and wrapped in fog.

Why Scotland, and why 1996?

Screen Burn is a Scottish studio, and its director and writer, Jon McKellan, built the story around something that fits the region: a town that depends on North Sea-style oil money. In the game, Chapman Energy Group (CEG) arrived in a fading fishing town, built a refinery and offices and funded the medical centre, so nobody questioned it.

The 1990s setting also keeps phones and technology analogue. Saving happens at phone booths, Simon tracks enemies with a CRTV and a pager, and much of the puzzle solving uses phone numbers, tapes and printed documents.
